Moscow Stock Exchange has a plan for “T+2”
Last Friday the Moscow Stock Exchange published a launch project for the new “T+2” system which implies creation of a guarantee fund. Introduction of the new system for settlement of accounts has been awaited for several years.
India moves towards new “tax accounting standards” on way to IFRS
The Central Board of Direct Taxes (CBDT), a body within the Indian Ministry of Finance, has publicly called for comments on a report submitted by its Accounting Standards Committee (Committee) on which standards should be used for tax purposes in India in light of India's possible transition to IFRS. The report recommends the creation of “Tax Accounting Standards” for computing taxable income, a development which may partially address some of the concerns around adopting IFRS in the Indian context.

Banking standards for micro financial entities in Russia
In return for softer requirements for retail bonds’ issuing micro financial entities in Russia will face tighter capital requirements. Just like banks, MFEs will have to follow a capital adequacy standard, and just like with banks, it can’t go below 10% - otherwise the organization won’t be able to acquire financing for its further development. The idea was discussed at the meeting between the Ministry of Finance, the Federal Financial Markets Service and the Russian Union of Industrialists and Entrepreneurs.
Moody's sees Russian banks as weak and unsafe
Russian banks are currently not at their best, thinks Moody’s. The economy’s weak growth rates, low quality of assets and problems with capital may cause credibility of the banking sector to decrease in the next 12-18 months. The agency’s outlook in respect to the banking system of Russia remains negative.
FASB’s Seidman lays out schedule for remaining convergence projects
In an exclusive interview with Accounting Today, Leslie Seidman chair of the Financial Accounting Standards Board, detailed the current status and likely future timeline for the four main remaining parts of the board’s convergence agenda with the International Accounting Standards Board.
The updated plan drops the “development of strategy” for the Agenda Consultation process and clarifies the next project milestone in the project on “bearer biological assets” under IAS 41 will be an exposure draft rather than a discussion paper.
FFMS may be transformed into a “special agency”
Yesterday’s meeting at the prime-minister of Russia, which was initially dedicated to creation of the International financial center, eventually turned into discussion of the new financial markets “megaregulator”. Participants of the meeting decided that it wasn’t actually necessary to merge the Federal Financial Market Service with the Central Bank.
