British actuarial standards now available in Russian
An unofficial translation of technical actuarial standards (TAS) was done by the Russian company EMBC upon permission by the Financial Reporting Council (FRC), available here.The company specializes on provision of actuarial evaluation and consulting services to companies which prepare their accountancy by international standards.
Minfin of Russia plans to adopt new international standards and interpretations
A new draft order was yesterday published on the official website of the finance ministry of Russia, (“On adoption of international financial reporting standards on the territory of the Russian Federation”).
Criminal liability for falsification of financial accountancy in Russia: take 3
The Ministry of Finance of the Russian Federation is making the third attempt to adopt criminal liability for bankers caught on falsification of financial accountancy. Together with the Central Bank and the Deposit Insurance Agency the ministry has developed yet another set of amendments to the Criminal Code, proposing a new section to specifically address preparation and presentation of falsified financial documents by a banking entity.
IFAC and the IIRC sign MoU on cooperation, collaboration for IR
In recognition of their shared vision for the evolution of corporate reporting, the International Federation of Accountants (IFAC) and the International Integrated Reporting Council (IIRC) have signed a Memorandum of Understanding (MoU) to promote cooperation, coordination, and alignment.

Minority shareholders in Ukraine may be forced to leave
Ukrainian regulators (the National Securities and Stock Market Commission) are again mulling the idea to force minority shareholders to sell their shares to owners of 95% of capital. Share repurchasing will be mandatory in case of listed companies and voluntary in case of all other issuers. Two years ago market participants actively opposed the idea, but today they agree. They think that with approval of the law the market will be free of issuers who don’t actually want to stay there.
Russian market wants two “megaregulators”
Although the decision was made, professional market participants don’t want a single “megaregulator” at the base of the Central Bank. Instead, the National Association of Securities Market Participants (NAUFOR) proposed to create two. They call it a “Twin Peaks” model – the letter was sent this Monday to the deputy prime-minister Igor Shuvalov for consideration.

The FRC is today publishing a discussion paper ‘Thinking about financial reporting disclosures in a broader context’. The paper aims to improve the quality of financial reporting disclosures.
