Ukraine’s President proposed more independence for the National Bank
The President of Ukraine Viktor Yanukovych proposed a new law project to the Verkhovna Rada. The proposal deals with certain amendments to the current legislation which regulates operations of the National Bank of Ukraine (NBU). It is aimed at more independence for the main banking regulator in the country.
SEC and Japan Financial Services Agency Hold Meeting of the SEC-JFSA Strategic Dialogue
Securities and Exchange Commission Chairman Mary Schapiro and Japan Financial Services Agency (JFSA) Commissioner Katsunori Mikuniya met in Washington, D.C., this week as part of the annual SEC-JFSA Bilateral High-level Dialogue. The purpose of the Dialogue, established in 2006, is to provide a forum whereby the senior officials of the two agencies can meet to identify and discuss issues of common concern affecting the U.S. and Japanese capital markets and promote areas of future collaboration.

Medvedev signs the law on self-regulation of audit profession in Russia
Russia’s president Dmitry Medvedev has signed the federal law on audit profession in Russia that was approved by the State Duma on 18 June 2010. The law transfers certain regulatory functions of the audit profession to self-regulatory organizations (SROs) of auditors.
Financial Reporting Council publishes first UK Stewardship Code
The Financial Reporting Council (FRC) today publishes the first Stewardship Code for institutional investors following the publication in May of the updated UK Corporate Governance Code for listed companies.
The IASB and FASB started today their programme of extended outreach to stakeholders on the joint project on financial statement presentation by posting a staff draft of proposed standards on their respective websites. The draft reflects the cumulative tentative decisions made by the boards concluding with their joint meeting in April 2010.
Russia’s State Duma suddenly turns back to IFRSs
All of a sudden, the State Duma of the Russian Federation returned to consideration of the project “On consolidated financial accountancy” which has remained untouched since almost the end of 2004. Today (on 2 July), the law is expected to be considered again.
Russia may introduce a new tax on luxury goods
The Ministry for economic development has proposed a new tax on luxuries. There’s no clear definition for them at the moment, actually. Among their suggestions are jewelries, certain goods with high energy consumption and even chocolate.

The Governmental Accounting Standards Board (GASB) issued Statement No. 59 “Financial Instruments Omnibus”. The Statement updates and improves existing standards regarding financial reporting of certain financial instruments and external investment pools.
