Approval of legislation on foreign investments into Russia delayed until 2008

The long-discussed legislation project “About order of making foreign investments into commercial organizations with strategic value to the national security of the Russian Federation” was delayed until 2008, and its second reading will now be carried by the State Duma of the next convocation.

Reorganization of FTS in Russia

The Federal Taxpayers Service of the Russian Federation (FTS) awaits reorganization: its chief Mikhail Mokretsov announced that the number of its departments would be reduced to only seven from the current 22. For instance, all departments responsible for different types of taxes will be united into one single structure. It is expected to start its operations in January 2008.

Rosfinmonitoring will start to supervise foreign politicians

Foreign politicians using services of Russian banks, brokerage companies, realtors and insurance companies will be under the Federal Financial Monitoring Service’s (also known as “Rosfinmonitoring”) special control. The corresponding legislation project has recently been transferred to the State Duma of the Russian Federation. Transactions of not only foreign officials, but also of their relatives and partners will be under supervision, and these transactions will be carried only after a head’s of a financial company official permission. However, no one intends to make any lists of “supervised individuals” in Russia.
