Anonymous money transfers were prohibited in Russia, after all
The State Duma of Russia has approved a law to restrict anonymous money transfers in the third and final hearing. This affects money transfers between natural persons as well.
Unethical “poaching” of employees from competitors will be prohibited in Russia
Quite possibly, the Federal Antimonopoly Service of Russia will turn to issues of business ethics. New amendments to the law “On protection of competition” were recently added. It is now proposed to prohibit “poaching” of employees from rival companies if the reason for it is destruction of a rival’s business from the inside.
The European Federation of Accountants (Fédération des Experts Comptables Européens – FEE) has commented on the Bulletin on the subject of IFRS Conceptual Framework which was earlier issued by the European Federation of Accountants together with national standard setters of France, Germany, Italy, and Great Britain.

Minfin of Russia instructing taxmen on how to fight with offshore schemes
The Ministry of Finance has made a list of possible schemes with participation of companies from offshore districts, such as Cyprus, Luxemburg, or Netherlands. The Federal Tax Service will have to control transfer of dividends, intellectual property rights, and interests on loans which are being withdrawn from Russia to offshores.
Tighter punishment for illegal entrepreneurship in Russia
The upper chamber of Russia’s parliament – the Federation Council – had developed and presented to the State Duma (the lower chamber) a new bill to consider which will increase fines for illegal entrepreneurship.
IASB and FASB will discuss lease accounting tomorrow
IASB and FASB will meet again to discuss the long-standing joint standard on lease accounting. The meeting is going to take place tomorrow. The Boards are planning to deliberate on lease modifications and contract combinations, variable lease payments, in-substance fixed payments, and discount rates.
Japan endorses a number of new IFRSs
On 18 April the Financial Services Agency of Japan informed that additional international financial reporting standards applied by Japanese companies on voluntary basis would soon be adopted to the accounting practice.

IAASB reissues an ISA on auditors’ responsibility related to other information
This week the International Auditing and Assurance Standards Board (IAASB) proposed another draft version of ISA 720 «The Auditor’s Responsibilities Relating to Other Information». International developers made their best to specify clearly auditor’s responsibilities in respect of checking other information (not included in audited anuual financial accounts). The new draft standard tells what should be paid attention to in the first place.
