ISA Conference, 26 October 2000

On 26 October 2000 the All-Russia Conference on International Standards of Auditing took place in the President Hotel, Moscow. The first official Russian edition of International Standards on Auditing and IFAC’s Code of Ethics was presented to over 270 participants.

The edition was prepared by the International Center for Accounting Reform in accordance with the official license of the International Federation of Accountants. Russian auditing professionals and the Carana Corporation took an active part in the preparation of the edition.

The key note speakers at the conference were: Mr. Andrey Petrov, Deputy Finance Minister, TsALAK Chairman, Mr. Sergey Shokhin, member of the State Duma Committee for Budget&Taxes, head of the subcommittee for Financial Control, Accounting, Audit&Interaction with the Russian Accounts Chamber, Mr. Andrey Sharonov, Deputy Minister of Economic Development and Trade, representatives from the World Bank, the Bank of Russia, and Russian and international audit firms and professional bodies.

The speakers and participants of the conference stressed the importance of the Russian edition of ISA for Russian audit development based on international experience. The Russian auditing community had been waiting for the issue of this edition for 9 years.

The conference discussed the issues of ISA implementation in audit practice, their enforcement development, development of professional audit education as well as issues on audit regulation/self-regulation.

The speakers from law-making and regulatory authorities focused on the drafting and adoption of the Audit Law. In particular, Mr. S Shokhin announced the creation of the Expert Council on Finalizing the Draft Law, approved by the State Duma in the first reading in April 2000.
